I need advice, with a boy issue? anyone can answer!?

So, there's this guy I think I kind of like. We started texting a few weeks ago, and all over text he's flirty, and tells me he likes me, and etc. For example, we made plans to hangout, and he was already deciding on what he would wear, and all that. Also, he told me he thinks he might start to like me. Two of his friends told me they think he likes me, while another friend says he doesnt. Well that friend keeps making fun of me for liking him, and just gives me and the guy i like these stupid looks and laughing. the guy i like is playing along now, and kinda scoffs at me too, but only around his friend. Does he like me? What do i do? people tell me to ignore him, and i did, and he noticed, but didnt say anything.. and he just got his phone taken away, so we cant text. just be honesttt. thanks. (:
